I agree with you I think William Bandy was down as William Willmore, so is the same person. But regards to John and James as you have a marriage down for James and there is a entry for John(27/2/1852 Pdbury reg office) Hannah must have remarried. Johns first wife died(Elizabeth Verney) so I assume James died. At least we know they had the same father Richard Willmore(1782) as there was only one James 3/11/1817 born Padbury. - [S2] 1861 Census.
